Bihar has an economy that is almost entirely based on agriculture and trade. The majority of it population is engaged in this activity.
There have been little advancements in industrialization made in recent years. Even in the areas of agriculture there has not been the kind of investment made in things like irrigation and crop rotation that would free the farmers from the uncaring mercy of the weather, and coax even more bounty from the fields.
Although some small steps have been taken to provide the industrial base that would provide jobs, and move more money into the economy, much remains to be done. The one resource that is readily available in Bihar is workers. The State has the second largest population of the States of India, and the capital city of Patay boasts over 1.2 million residents.
A manpower problem exists to some degree because the farming techniques are primitive requiring many hands to work the farms.
The solution must come in stages, and the modernization of the agriculture area is the first area of concern. When the farms are run more efficiently, and with more modern means of planting and harvesting, this will free manpower to work in factories and processing plants.
